Why New Orleans Can't Afford Ray Nagin

It's not because he "bungled" the evacuation of poor residents. It's not because he said New Orleans will once again become a "chocolate city". Those arguments are superficial (and debatable in terms of their merit), and they do not seriously harm the city directly.
